A new priority category for PR in Canada has been introduced for military personnel

Canada has officially announced new Express Entry priorities for 2026, including a new category for skilled military recruits. The changes were announced by Immigration, Refugees and Citizenship Canada (IRCC) on February 18, 2026.

This means that some foreign military professionals who meet certain requirements will be able to receive an invitation to apply for permanent residence (PR) through category-based selections in the Express Entry system. At the same time, this is not “automatic PR for all military personnel,” but a narrow category with clear criteria.

What exactly has changed in Express Entry

In the list of Express Entry categories for 2026, IRCC has added Skilled military recruits along with other new areas (in particular for doctors, researchers, senior managers, and transportation professionals).

In her speech, Immigration Minister Lena Metlaez Diab also clarified that this refers to the recruitment of highly skilled foreign military candidates by the Canadian Armed Forces (CAF), particularly for roles such as military doctors, nurses, and pilots.

Who is eligible for the Skilled Military Recruits category

According to the official IRCC website, candidates for this category must:

  • meet the minimum Express Entry requirements (be eligible for at least one of the programs in the system);
  • meet the specific requirements for this category.

Special requirements for the military category (IRCC)

The candidate must:

  • Be a Foreign Skilled Military Applicant (FSMA) — a foreign candidate who serves in a recognized foreign armed forces.
  • Have at least 10 years of continuous service.
  • Have experience and training that meets the main duties of one or more specific military occupations according to NOC.
  • Have arranged employment (job offer) from the Canadian Armed Forces:
  • from the Canadian Forces Recruiting Group;
  • for continuous full-time employment in Canada for at least 3 years.
  • Have at least 2 years of post-secondary education (and if the education was obtained outside Canada, an equivalency assessment/ECA is required).

Which military occupations are included in the category (NOC)

IRCC has included the following occupations under NOC 2021 in the Skilled military recruits category:

  • NOC 40042 — Commissioned officers of the Canadian Armed Forces (CAF commanding officers);
  • NOC 42102 — Specialized members of the Canadian Armed Forces (specialized military personnel);
  • NOC 43204 — Operations members of the Canadian Armed Forces (operational CAF members).

Important: not all “military cases” fall under this category

Despite the sensational headline, the new category has a very narrow application. The key restrictions are:

  • 10 years of continuous service;
  • an official job offer from the CAF;
  • compliance with specific NOCs;
  • fulfillment of the basic Express Entry requirements.

In other words, military service or military experience alone does not guarantee eligibility to apply in this category.

Why is Canada introducing this category?

IRCC explains that the changes to the Express Entry categories for 2026 are intended to help Canada meet critical staffing needs and support key sectors of the economy. Separately, government materials mention the link to a broader strategy to strengthen the country's economic and defense capabilities.
