Canada’s Ministry of Immigration, Refugees, and Citizenship (IRCC) has reiterated that obtaining a visitor visa remains a case-by-case process, and each application undergoes a comprehensive review. The assessment takes into account not only the specific applicant’s documents but also a broader analysis of the risks associated with visa policies toward various countries.

The Canadian system is based on a specialized assessment model that includes more than 40 criteria, grouped into seven main categories. This is outlined in the official evaluation of the visitor visa program published by the Government of Canada. These categories include the country’s socioeconomic situation, immigration risks, the reliability of travel documents, security issues, border control, respect for human rights, and bilateral relations between countries. At the same time, IRCC emphasizes that decisions are not made based on a formal checklist, but rather on a comprehensive assessment of all factors.

However, these criteria are primarily used to shape Canada’s overall visa policy. When an individual applies for a visitor visa, an immigration officer conducts a separate analysis of their personal situation.

The following are assessed during the application review:

  • the purpose of the trip to Canada;
  • sufficient financial resources;
  • prior travel history;
  • family, professional, and property ties to the country of residence;
  • the intention to leave Canada after the authorized period of stay has ended;
  • the authenticity and completeness of the submitted documents.

The official IRCC website states that the applicant must convince the immigration officer of two key points: that they have sufficient reasons to return to their country of residence after the trip and that they have the necessary funds to stay in Canada. The absence of serious violations of immigration or criminal laws and compliance with other entry requirements are also taken into account.

IRCC emphasizes that even applicants from the same country may receive different decisions, as each case is considered individually. That is why having stable employment, documented income, family ties, real estate, or a positive history of international travel can strengthen an application but does not guarantee automatic approval. The final decision is always made by an immigration officer after evaluating all the circumstances.

For most bona fide travelers, these rules are nothing new. They confirm that Canada continues to adhere to a risk-based approach to issuing visitor visas, while striving to remain open to tourists, visitors, and business travelers and to ensure effective immigration control.
