Multiple citizenship: what does it mean for Ukrainians in Canada?

Multiple citizenship: what does it mean for Ukrainians in Canada?

Canada is among the first five countries with which Ukraine is launching a multiple citizenship mechanism.

Along with the United States, Germany, Poland, and the Czech Republic, Canada has become a “launch” partner in the program, which the Ukrainian government formalized with Resolution No. 1412 on November 5.

The rules are set to take effect on January 16, 2026.

This is stated on the official website of the Cabinet of Ministers of Ukraine.

Key for the Ukrainian-Canadian community

Ukrainians in Canada will be able to obtain Canadian citizenship without losing their Ukrainian citizenship, and Canadian citizens will be able to apply for Ukrainian citizenship through a simplified procedure (without officially renouncing their existing passport, by submitting a declaration).

Launch — from January 16, 2026: until this date, the government may add to the list of countries and approve subordinate procedures (for example, electronic declaration).

Requirements remain: residence in Ukraine (for naturalization of foreigners), language, history, and Constitution exams. Exceptions — for military personnel and persons with special merits or persecution.

Why the focus on Canada

Canada is one of the largest centers of the Ukrainian diaspora in the world. The government explains the inclusion of Canada in the top five by the large number of Ukrainians abroad and strategic partnership in military and humanitarian support.

Practical steps (preliminary guidelines)

  • Follow the official instructions of the Ministry of Foreign Affairs and the State Migration Service of Ukraine regarding the declaration of citizenship and submission of documents (digital channel expected).

  • If you are a Canadian citizen and are planning to obtain Ukrainian citizenship, prepare a standard set of documents: proof of identity or origin and readiness to take exams (as a general rule).

  • If you are a Ukrainian in Canada and are considering Canadian citizenship, Canadian rules remain unchanged; the new Ukrainian policy removes the barrier of losing your Ukrainian passport (for persons from the list of countries).

Conclusion

For Ukrainians in Canada, this opens the way to legal “dual status” without complicated refusals and legal conflicts, with a formal start in January 2026. Follow the final procedures from the Ukrainian government — the details of implementation are still being worked out.
