New algorithm for delivering foreign passports via Nova Poshta
New algorithm for delivering foreign passports via Nova Poshta

As part of the expansion of the project to deliver foreign passports to Ukrainian citizens abroad, the Consular Service Department of the Ministry of Foreign Affairs of Ukraine is diversifying and optimizing the methods of sending manufactured passports to Ukrainian diplomatic missions abroad, stated on the Facebook page of the Ministry of Foreign Affairs of Ukraine.

In order to increase convenience for citizens and transparency of procedures, a new, unified algorithm for interaction regarding the delivery of passports has been agreed with the operator Nova Poshta. It has been brought into line with the requirements of paragraph 71 of the Procedure for the registration, issuance, exchange, transfer, withdrawal, return to the state, invalidation, and destruction of Ukrainian passports for travel abroad, approved by Resolution of the Cabinet of Ministers of Ukraine No. 152 of May 7, 2014.

The unified approach applies to all postal operators involved in the delivery of passports: Nova Poshta, Ukrposhta, DHL, VFS Global (at the applicant's choice).

Expansion of the geography of express delivery of passports by Nova Poshta

The list of countries to which express delivery of passport documents by Nova Poshta can be organized has been expanded by 15 countries.

As of now, express delivery can be carried out to 27 foreign countries, in which a total of 51 foreign diplomatic institutions of Ukraine (embassies and consulates) operate. This allows a greater number of citizens to quickly receive their passports, optimizing delivery times and logistics.

Up-to-date information on available countries and delivery terms is posted on the websites of the Ministry of Foreign Affairs of Ukraine and the official pages of postal operators.

New algorithm for passport delivery by Nova Poshta from November 24, 2025

Starting November 24, 2025, the delivery of passports to embassies and consulates by Nova Poshta (as well as other postal operators, at the applicant's discretion) will be carried out according to the following algorithm:

1. Checking the status of the passport

Citizens can track the status of their passport on the official website: 👉 https://passport.mfa.gov.ua/

When the status of the document changes to “Produced but not issued”, this means that the passport is ready to be sent to a foreign diplomatic mission.

2. Arranging express delivery

After the status changes to “Produced but not issued,” the applicant:

3. Transfer of documents to the embassy or consulate

The applicant must submit the following to the foreign diplomatic mission of Ukraine where they applied for their passport:

  • a copy of the receipt for payment of delivery services;
  • a completed and signed application for passport delivery.

These documents can be submitted:

  • in person to the embassy/consulate; or
  • by email (scanned copies or high-quality photos of the documents, in accordance with the requirements of the institution).

4. Transfer of documents to the Ministry of Foreign Affairs of Ukraine

The authorized consular officer:

  • checks the correctness of the application and receipt;
  • sends a set of documents (application + receipt) to the Ministry of Foreign Affairs of Ukraine in accordance with the established official procedure.

5. Forwarding the passport to a foreign institution

After the application and receipt are received by the Ministry of Foreign Affairs of Ukraine:

  • the passport is forwarded to the relevant embassy or consulate within three working days,
  • provided that at the time of processing the documents, the status of the passport on the website is still “Produced but not issued.”

Important notes for citizens

  • The choice of postal operator (Nova Poshta, Ukrposhta, DHL, VFS Global) is up to the applicant.
  • It is advisable to arrange delivery only after the status “Produced but not issued” appears on the tracking website.
  • Failure to provide a payment receipt or incorrect completion of the application may result in a delay in processing the documents.
  • Three working days are counted from the moment the application and receipt are received by the embassy/consulate and provided that the passport has the appropriate status.

The Consular Service Department of the Ministry of Foreign Affairs of Ukraine will continue to work on expanding the possibilities for fast and convenient delivery of passport documents to Ukrainian citizens abroad, in compliance with all requirements of current legislation and international standards in the field of documentation and personal data protection.
