The Cabinet of Ministers of Ukraine has launched an experimental mechanism that allows some citizens to be automatically registered for military service—without queues, paper certificates, or the need to personally visit territorial recruitment centers (TRCs) just to “register.” This was reported by the Ministry of Defense, emphasizing that the state already has the technical capability to exchange data between key registries and make the procedure more automated. The basis for the changes was Resolution No. 1632 of the Cabinet of Ministers of Ukraine dated December 5, 2025, in which the government approved the implementation of a two-year experiment and approved the procedure for its operation.
What is the essence of the decision
Resolution No. 1632 launches an experimental project aimed at optimizing and automating the process of military registration and filling the Unified State Register of Conscripts, Military Personnel, and Reservists with up-to-date information through electronic information exchange.
The Ministry of Defense has been designated as the coordinator of the experiment, and the participants include the Ministry of Internal Affairs, the State Migration Service, and the General Staff of the Armed Forces of Ukraine. Separately, the government obliges the participants to ensure the necessary electronic interaction between state information resources.
The Ministry of Defense adds in its explanation: data exchange is being established between the Ministry of Defense, the Migration Service, the Demographic Register, and the Civil Registry so that people do not have to “run around offices” just to register.
Who is subject to automatic registration
1) Men who did not register at the age of 17
The Ministry of Defense has announced that men who did not register at the age of 17 will automatically receive conscript status upon reaching the age of 18.
Important: this is a matter of military registration (registration data), not “automatic mobilization.” The decision concerns updating the registry and simplifying registration.
2) Men aged 18–60 who were not registered (including those abroad)
The approved Procedure explicitly states that the mechanism applies to male citizens of Ukraine aged 18–60 who are not and have not been registered for military service (with exceptions specified by law), including those who are outside Ukraine.
The Ministry of Defense separately emphasizes the practical scenario for those abroad: registration can take place when obtaining or exchanging passport documents, and for this, it is not necessary to visit the TCC or undergo a medical examination.
How exactly does it happen “automatically”: through state registries
Order No. 1632 stipulates that registration takes place on the basis of information that the Ministry of Defense receives through electronic information exchange between registries and information systems (in particular, through data related to documents and place of residence).
The document also describes what data can be retrieved (for example: full name, date of birth, gender, place of residence, passport/travel document details, etc.).
Are the TCC and VLC required?
Visiting the TCC is not necessary for registration itself
The Ministry of Internal Affairs emphasizes that for the registration scenario during the issuance/exchange of passport documents, it is not necessary to visit the TCC and SP.
It is more correct to phrase it this way: without personally visiting the TCC (and not “without the TCC at all”), because the TCC exists as a registration authority, but the process for the individual is simplified to electronic interaction.
Passing the VLC is not required at the stage of registration within the experiment
The procedure explicitly states that registration is carried out without referral to the VLC for a medical examination within the framework of this mechanism.
The same thesis is repeated by the Ministry of Foreign Affairs in its explanation for citizens abroad.
Passports abroad: what is changing
One of the most practical parts of the Procedure is the rules for obtaining/exchanging a passport outside Ukraine. The document states that the acceptance of documents for issuing or exchanging passports in certain departments abroad for persons who are not registered in the military register is carried out without the submission of a military registration document, and the Ministry of Defense receives the necessary information from the State Migration Service for entry into the register.
